Batam BP Batam Head Amsakar Achmad attended the groundbreaking ceremony of the Kabil Sea Water Reverse Osmosis (SWRO)
project on Thursday (November 5, 2026).
The first phase of the SWRO development represents an investment commitment by Citramas Group, with a total project value of USD 32.8 million,
equivalent to approximately IDR 600 billion.
Amsakar explained that the Kabil SWRO project would be developed in two phases. The first phase will have a production capacity of 300 liters per second (LPS),
followed by the second phase with an additional capacity of 400 LPS.
He further stated that the development of this investment-supporting facility is a strategic step toward strengthening water supply for Data Centre projects and
the integrated industrial development within the area.
According to him, the project not only reflects investors' confidence in Batam's growth prospects but also demonstrates the contribution of the business community
in strengthening infrastructure readiness to support investment.
“We appreciate Citramas' initiative in addressing Batam's water supply needs. This investment commitment deserves our full support, as water availability is one of
the key factors in supporting industrial growth, including the development of Data Centres in Batam,” Amsakar said.
He expressed his hope that the investment would generate added value for industrial estate development while further strengthening Batam's
competitiveness as an investment destination.
The project is also expected to address future water supply challenges arising from the continued growth of Data Centre investments.
“Investment is not merely about developing business facilities; it is also about ensuring that the supporting infrastructure is adequately available. A reliable
water supply will provide businesses with greater certainty in expanding their investment activities. Therefore, we must continue to strengthen this kind of synergy,” he added.
Meanwhile, water requirements for Kabil Integrated Industrial Estate (KIIE) and Nongsa Digital Park (NDP) have so far been supported by an independently developed reservoir located in the Kabil area.
The reservoir has a capacity of approximately 5,200 cubic meters per day (60.2 LPS), serving the water needs of both areas.
In addition to the SWRO project, Citramas Group is accelerating the development of a reservoir in the Nongsa Digital Park area. This initiative forms part of ongoing efforts to strengthen water
infrastructure and anticipate increasing demand in line with the expansion of industrial and investment activities in Nongsa.
BP Batam views the development of water infrastructure through investment and the sustainable provision of supporting
facilities as essential measures in creating a conducive business environment.
“Through collaboration between the government and business stakeholders, Batam is expected to become increasingly prepared to meet basic infrastructure needs, provide greater certainty for investors,
and create opportunities for economic growth and employment for the community. We must support this development to ensure that it proceeds without obstacles and is completed within the established timeline,” Amsakar concluded.
In line with this, Citramas Group CEO Michael Wiluan emphasized that the successful development of Data Centres depends heavily on the availability of reliable basic infrastructure, particularly a
sustainable water supply to support industrial operations.
He stated that the Kabil SWRO development represents a strategic initiative to ensure that the growth of digital investments can be optimally realized.
In addition to the SWRO facility, Citramas has also secured other essential infrastructure requirements, including electricity and internet connectivity,
through partnerships with strategic partners and relevant institutions.
“Today, we are commencing the first phase of the SWRO facility development, with a capacity of 300 LPS and a target operational date of November 2027.
This forms part of our overall planned capacity of 700 LPS. The project also reflects our commitment to developing an industrial estate that is not only
competitive but also responsible for managing the infrastructure required to support investment,” Michael Wiluan stated.
Michael further explained that Citramas Group has independently managed clean water supply for the Kabil and Nongsa areas since 1992 through the operation
of a four-hectare reservoir within the Kabil area.
He added that the current clean water production capacity has reached 5,200 cubic meters per day (60.2 LPS). By early 2027, this capacity is expected to increase
to 10,000 cubic meters per day (equivalent to 115.74 LPS) through the development of an additional reservoir in Nongsa and the implementation of industrial
wastewater recycling.
“We also appreciate BP Batam's support for investment growth. We hope that this development will proceed smoothly and be completed according to the established
timeline,” Michael concluded.
